The Kichwas Are Opposed to the Action of Petrobras

The Kichwas of Orellana support the actions that the Huaoranis began to impede Petrobras operations in Block 31, located in Yasuni National Park.

Nicolas Yumbo, president of the Federation of United Native Communities of the Ecuadorian Amazon (FCUNAE), questioned that Petrobras is not in compliance with the environmental studies and that they do not have adequate communication with the community.

All of this should be analyzed in the Committee of Monetary Security of the Development Project of Block 31, that meets every month to analyze and study the projects that Petrobras is undertaking in the park.

But the critics of the committee are increasing. Diocles Zambrano, of the network of environmental leaders Angel Shingre, indicated that, “There cannot be adequate control if everything is financed by the same petroleum company.”

Additionally, there is a technical assistance group that can assist the company. In this there are environmental organizations, universities, and representatives of the government sectors. But the Kichwas negate the opinions of the ecologists. “We want nothing to do with them, they are always looking for their own benefit. There are those that only want to extort from Petrobras,” said Zambrano.

For their part, the Huaoranis decided to break relations with Petrobras and to disavow the agreement signed between the director of ONAHE and the oil company.

In May, the Huaorani populations that are located in Yasuni demanded from their leaders a concrete action to avoid the encroachment of the oil company in the National Park. To this is added that the resources for the development projects that should be financed had not come quickly and until this moment, nothing that had been offered had been supplied.

In addition, the Kichwa leader decided to disavow the agreements signed by Petrobras with the communities.

“FCUNAE did not participate and did not know of the negotiations,” affirmed Yumbo. Zambrano indicated that there existed an interest in the communities and organizations of Orellana because the exploitation of Block 31 will affect the nucleus of Yasuni National Park. “There is already contamination in Yuneno.”

The Compromises

The agreement with Chirulsla: Petrobras would pay 424,000 dollars for the use of the land and would provide the materials for the electrification project, among others.

The agreement with Samona: Petrobras offered 240,000 dollars for the use of the land, a community house, a system of water purification, and a wharf.

Los kichwas están en contra de la acción de Petrobras

Los kichwas de Orellana apoyarán las acciones que los huaoranis impulsen para impedir que Petrobras opere en el bloque 31, ubicado en el Parque Nacional Yasuní. 

Nicolás Yumbo, presidente de la Federación de Comunas Unión de Nativos de la Amazonia Ecuatoriana (Fcunae), cuestiona  que Petrobras no cumpla con el informe de estudios ambientales y tampoco tenga una comunicación adecuada con la comunidad

Todo esto debe analizarse en el Comité de Seguimiento y Monitoreo del Proyecto de Desarrollo del bloque 31, que se reúne cada mes para analizar y estudiar los trabajos que Petrobras realiza en el parque.

Pero las críticas al comité aumentan. Diocles Zambrano, de la Red de líderes ambientalistas Ángel Shingre, señaló que “no puede haber un control adecuado si todo es financiado por la misma petrolera”.

También hay un Grupo de Asistencia Técnica que puede asesorar a la compañía. En ella están organizaciones ambientalistas, universidades y representantes de los gobiernos seccionales. Pero los kichwas se niegan a que los ecologistas opinen. “No queremos nada con ellos, pues siempre buscan su provecho. Algunos solo quieren chantajear a Petrobras”, dijo Zambrano.

De su parte, los huaoranis decidieron romper las relaciones con Petrobras y desconocer el convenio firmado entre la directiva de la Organización de la Nacionalidad Huaroani de la Amazonia Ecuatoriana (Onahe) y la petrolera. 

En mayo, las poblaciones huaoranis que están ubicadas en el Yasuní exigían a sus dirigentes una acción concreta para evitar que la petrolera ingrese al Parque Nacional. A esto se suma que los recursos para los proyectos de desarrollo que debía financiar no llegan con celeridad y hasta el momento no se ha concretado nada de lo ofrecido.

En cambio, la dirigencia kichwa decidió desconocer los convenios que firmó Petrobras con las comunidades.

“La Fcunae no participó y no conoció las negociaciones”, afirmó Yumbo. Zambrano señaló que existe preocupación en las comunidades y organizaciones de Orellana porque la explotación del bloque 31 afectará el núcleo del Parque Nacional Yasuní. “Desde ya hay contaminación en Yuneno”.

Los compromisos

El conenio con Chirulsla: Petrobras indemnizaría el uso de tierras por 424 000 dólares, la entrega de materiales para el proyecto de electrificación, entre otros.

El acuerdo con Samona: Ofreció 240 000 dólares por uso de tierras, una casa comunitaria, un sistema de agua segura y un muelle.
