The Huoarani and the Ministry of the Environment Will Work Together
In the Huaorani community of Ñoneno, seated on the banks of the Shiripuno river, four hours by dirt road and two hours by river to the south of Francisco de Orellana, the Ministry of the Environment and the Huaorani community signed an agreement.
The agreement will employ 14 people from the indigenous communities to help with the monitoring and evaluation of Yasuni National Park.
They will be paid by the Ministry of the Environment, said Environmental Minister Marcela Aguiñaga. She did not specify how much they will be paid.
The Huaorani who will be employed by the Environmental Ministry will be chosen by the Huaorani group National Huaorani of Ecuador (NAWE). This indigenous group will elect one Huaorani to a permanent position who will accompany the Ministry of Environment personnel to the Shiripuno river where the monitoring will take place.
The chosen Huaorani will also name six Huaorani from the communities of Bameno, Ñoneno, Tigüino, Bataboro and Armadillo to help.
NAWE will work together with the Ministry of the Environment to choose seven Huaorani environmental monitors from the communities located in the buffer zone of Yasuni National Park.
Part of the agreement states that the Ministry of the Environment and the Huaorani will not enter the area of the Tagaeri and Taromenane communities, located inside Yasuni National Park, who are in voluntary isolation.
The goal of these protective measures is the protection and care of these communities, Aguiñaga said. The agreement will last for 24 months.
The Minister did not fail to mention certain topics included in the proposal for a new constitution that the government is working for. “For the first time our constitution will have a federal public policy to ensure the protection of the communities in voluntary isolation.”
Ehuenguime Enqueri, the President of NAWE, and Manuela Ima, President of the Huaorani Women’s Association of Ecaudor, signed the agreement on behalf of the Huaorani.
The Secretary of State said that the bridge over the Shiripuno river, 80 kilometers to the south of Francisco de Orellana, is the monitoring center for the Ministry of the Environment.
Aguiñaga said that the team working in the monitoring center in Shiripuno will be responsible for creating a medical prevention plan.
The Minister said that they are working with the Ministry of Health to bring medical care to the monitoring center that would serve the Huaorani communities located near or inside the Untouchable Zone in Yasuni National Park.

Los huao y el MAE vigilarán juntos
En la comunidad huaorani de Ñoneno, asentada en las orillas del río Shiripuno, a unas cuatro horas por vía terrestre y dos por fluvial, al sur de Francisco de Orellana, se firmó un convenio entre el Ministerio del Ambiente (MAE) y la comunidad huao.
El acuerdo tiene como fin contratar 14 indígenas de esta etnia para el monitoreo, evaluación y seguimiento de Parque Nacional Yasuní.
Ellos recibirán un sueldo cuyos recursos saldrán del MAE, informó Marcela Aguiñaga, ministra de Ambiente. Sin embargo, no especificó la cantidad que se les pagará a los indígenas.
Los huao a ser contratados serán designados por la Nacionalidad Huaorani del Ecuador (Nawe). Este colectivo indígena elegirá un técnico de apoyo huao, será permanente y acompañará a los operativos de control que realice el grupo de técnicos del MAE que se encuentra en el centro de monitoreo del río Shiripuno.
También se coordinará el nombramiento de seis técnicos huaorani de las comunidades de Bameno, Ñoneno, Tigüino, Bataboro y Armadillo.
La Nawe trabajará en conjunto con el MAE para nominar siete monitoreadores socio-ambientales huaos de las comunas, ubicadas en la zona de amortiguamiento del parque Yasuní.
Parte del convenio es que las dos partes, el MAE y la comunidad huaorani se comprometen a no ingresar a la zona de los pueblos en aislamiento voluntario tagaeri y taromenane, asentados en el interior del Yasuní.
“El objetivo principal del plan de medidas cautelares es la protección y cuidado de estos pueblos”, dijo Aguiñaga. El convenio tiene un plazo de 24 meses.
La Ministra no dejó de mencionar ciertos temas que se encuentran establecidos dentro del proyecto de nueva Constitución que impulsa el Gobierno. “Por primera vez nuestra Constitución tendría una política de Estado pública para asegurar la protección de los pueblos en aislamiento voluntario”.
Por la comunidad huao firmaron Ehuenguime Enqueri, presidente de la Nawe, y Manuela Ima, presidenta de la Asociación de Mujeres Huaoranis del Ecuador.
Además, la Secretaria de Estado manifestó que en el puente sobre el río Shiripuno, 80 km al sur de Francisco de Orellana, está activo el centro de Monitoreo del Ministerio del Ambiente. “Aquí existe ayuda médica para todas las comunidades involucradas dentro del plan”.
Aguiñaga mencionó que el equipo técnico que trabaja en el centro de monitoreo, en Shiripuno, estará encargado de diseñar un plan de medicina preventiva.
Sobre esto, la Ministra detalló que se realizarán acciones conjuntas con el Ministerio de Salud para realizar brigadas médicas. Estas atenderán a las comunidades huaoranis asentadas cerca o dentro de la zona intangible del parque Yasuní.
