Two ministers investigate the oil spill in Orellana

An investigation was launched yesterday of the oil spill that occurred earlier on Wednesday in block 16, managed by Repsol YPF.

A group of technicians entered the block. The Ministry of the Environment began the investigation to determine if there will be an environmental impact in the Yasuni National Park. He also admitted entrance to the staff of the National Directorate of Hydrocarbons (DNH) and the National Environmental Hydrocarbon Protection.

The spokesmen of Repsol YPF assured that the oil leak was controlled. Federico Cruz, the representative of the company, clarified that the spill was not crude oil, but fluid, "ie contains 96% water and 4% crude."

The leak occurred at 09:30 on Wednesday at the well Amo 1, which is being drilled. The well is near the Huaorani Yayentaro community, within the buffer zone of Yasuni, less than five kilometres from the river Nashiño. The company reported the incident on Thursday.

The minister of petroleum, Jose Serrano, warned that there will be sanctions because Repsol-YPF "had an obligation to report the spill immediately, but it did one day later. We will apply sanctions and fines."

Cruz clarified that DNH has personnel in Block 16. The Oil Ministry said that according to an initial analysis of Repsol, about 100 barrels would have been spilled. The preliminary report indicates that because of the reparation of the transmission line, they stopped the pumping of about 1,500 barrels.

Cruz assured that the incident, according to a preliminary report, did not affect the National Park or any river in the region. He anticipated that next week the official consequences will be known.

On the other hand, the minister of petroleum elect, Galo Chiriboga, reported that next March she will officially present to the Organization of Petroleum Producing Countries (OPEC), Ecuador's proposal to maintain the ITT oil underground. The block is located in the Yasuni.

"The OPEC ministers were interested in supporting the project. In addition, they recommended that we include the European Union. To achieve this, we will work with the Foreign Ministry," concluded Chiriboga.

Dos ministerios investigan el derrame de crudo en Orellana

Una investigación se inició ayer sobre el derrame de crudo ocurrido el miércoles anterior, en el bloque 16, administrado por Repsol YPF.

Un grupo de técnicos ingresó al lugar. El Ministerio del Ambiente comenzó el estudio para conocer si hay afectación ambiental en el Parque Nacional Yasuní. También ingresaron al bloque personal de la Dirección Nacional de Hidrocarburos (DNH) y de la Dirección Nacional de Protección Ambiental Hidrocarburífera.

Los voceros de Repsol YPF aseguraron que la fuga del crudo fue controlada. Federico Cruz, representante de la compañía, aclaró que el derrame no fue de crudo sino de fluido, "es decir contiene 96% agua y 4% crudo".

La fuga ocurrió a las 09:30 del miércoles en el pozo Amo 1, que está en perforación. El pozo está cerca de la comunidad huaorani Yayentaro, dentro del área de amortiguamiento del Yasuní, a menos de cinco kilómetros del río Nashiño. Recién el jueves la empresa informó sobre el hecho.

El ministro de Petróleos (e), José Serrano, advirtió que habrá sanciones, pues Repsol-YPF "tenía la obligación de comunicar inmediatamente sobre el derrame, pero lo hizo un día más tarde. "Se aplicarán sanciones y multas".

Cruz aclaró que la DNH tiene personal en el bloque 16. El Ministerio de Petróleos señala que según un análisis inicial de Repsol se habrían derramado alrededor de 100 barriles. En el informe preliminar se indica que por la reparación de la línea de transmisión se dejaron de bombear unos 1 500 barriles.

Cruz aseguró que el incidente, según un informe preliminar, no afectó al Parque Nacional y tampoco a ningún río de la región. Pero adelantó que la próxima semana se conocerá la afectación.

Por otro lado, el ministro de Petróleos titular, Galo Chiriboga, informó que en marzo próximo presentará oficialmente, a la Organización de Países Productores de Petróleo (OPEP), la propuesta de Ecuador de mantener el petróleo del ITT bajo tierra, el bloque se encuentra en el Yasuní.

"Hubo interés de los ministros de la OPEP para apoyar el proyecto. Además, nos recomendaron que se incluya a la Unión Europea, ese trabajo lo haremos con la Cancillería", concluyó Chiriboga.
