Five Agreements in the Wao Plan of Life

Yesterday morning a delegation composed of eleven Waorani, women and children presented the Waorani Community’s Strategic Life Plan (Plan de Vida). This was the third meeting of this kind. Monday’s meeting was with the representatives of the oil companies, Tuesday’s was with delegates from the government ministries, and yesterday’s was with delegates from NGOs that work with the community. The presentation began with the projection of various photographs of Waoranis in their communities. The name of each was said along with the place where they live.
Luis Awa, ex-president of Organization of the Waorani Nationality (ONWAE), summarized the aspirations of this nationality that inhabits that Amazon.
The challenges identified are: achieve a form of sustainable development, the strengthening of the organization, conservation and defense of their territory, equal and participatory management of the natural resources. This will be financed by a fidei commissum, which will receive part of the capital of the oil companies that operate within Wao territory.
These challenges, according to Awa, were the result of a participatory process in which three teams visited 32 Waorani communities to compile the aspirations of the Waos.
The initiative arose in September of 2005, from a group of seven ex-presidents of ONWAE supported by Project Caiman and financed by Petrobrás.
Twenty-one Wao and three Cohouri (not Wao) participated in the process, who held four workshops in twelve days of work. This group received training on the participatory system.
The information that was collected was processed by the ex-presidents and the work group. The editing of a final document is still pending. Its presentation to the public is predicted for July, but it will depend on consultation with the communities.
Awa recognized that the work still isn’t complete and indicated that they will return to the communities to inform their fellow Wao in advance.
Awa emphasized that they are constructing a large house which can fit all the Wao. “We should fight for our identity and culture, the 2,000 remaining Wao cannot disappear.”
After the presentation of the Plan was completed, eleven people were invited to be in the meeting to express their opinions on this initiative that has been developed over seven months.
One of the questions, from Pedro Rosero, investigator from Ecolex, was that the attitude in opposition to oil activities was not considered in the presentation of the document.
The response from the Wao was that this theme will be discussed in the future with each communities and it will be they who decide on this theme. The fact that various positions exist on oil exploitation was not ruled out, according to the vision of each one.
Manuel Muñoz, director of Environmental Protection in the Energy Ministry, explained that this entity, supervised the development of the plan since July of 2005, when a Wao march was held in Quito to reject the presence of the oil companies in their territory.

Cinco acuerdos en el plan de vida wao

Ayer por la mañana, una delegación compuesta por 11 waorani, mujeres y jóvenes, presentó el Plan Estratégico de Vida del Pueblo Waorani.
Esta fue la tercera reunión de este tipo. El lunes fue con los representantes de las empresas petroleras, el martes con los delegados de los ministerios y la de ayer con los delegados de las ONG que trabajan con este pueblo.
La presentación se inició con la proyección de varias fotografías de waoranis en sus comunidades. Se decía el nombre de cada uno y el lugar dónde viven.
Luis Awa, expresidente de la de Nacionalidad Waorani del Ecuador (Onwae), resumió las aspiraciones de esta nacionalidad que habita en la Amazonia.
Los retos identificados son: lograr una forma de desarrollo sostenible, el fortalecimiento de la organización, la conservación y defensa de su territorio, manejo equitativo y participativo de los Recursos Naturales. Esto se financiará a través de un fideicomiso, el cual recibirá parte del capital de las petroleras que operan en el territorio wao.
Estos lineamientos, según Awa, fueron el resultado de un proceso participativo en el cual tres equipos visitaron 32 comunidades waorani para recopilar las aspiraciones de los waos.
La iniciativa surgió, en septiembre del 2005, de un grupo de siete expresidentes de la Onwae y cuenta con el apoyo del Proyecto Caiman y el financiamiento de Petrobras.
En el proceso participaron 21 waos y tres cohouri (no waos), quienes realizaron cuatro talleres en 12 días de trabajo. Este grupo recibió capacitación sobre el sistema participativo.
La información recolectada fue procesada por los expresidentes y el grupo de trabajo y aún está pendiente la redacción de un documento final. Su presentación al público está prevista para julio, pero dependerá de la consulta a las comunidades.
Awa reconoció que el trabajo aún está por completarse e indicó que regresarán a las comunidades para informar del avance a sus compañeros waos.
Awa resaltó que están construyendo la casa grande en la cual se alberguen todos los waos. “Debemos luchar por la identidad y la cultura, los 2 000 waos no podemos desaparecer”
Una vez que culminaron la presentación del plan, se invitó a las 11 personas que estaban en la sala a que opinen sobre esta iniciativa desarrollada durante siete meses.
Uno de los cuestionamientos, de Pedro Rosero, investigador de Ecolex, fue que la actitud frente a las actividades petroleras no se consideraban en la presentación de este documento.
La respuesta de los waos fue que ese tema se discutirá más adelante con cada comunidad y serán ellas las que decidan sobre ese tema. No se descartó que existan varias posturas sobre la explotación de petróleo, según la visión de cada una.
Manuel Muñoz, director de Protección Ambiental del Ministerio de Energía, explicó que esta entidad, supervisa la elaboración del plan desde julio del 2005, cuando se realizó una marcha wao en Quito para rechazar la presencia de las petroleras en su territorio.. |
