The Deaths of 30 Indigenous are not Confirmed

The Governor of Orellana says that there weren’t deaths, but the President of ONWAE maintains that there was a slaughter.
“Nothing happened,” said Ángel Aldana, the governor of Orellana, to this newspaper yesterday, referring to the alleged deaths of 30 indigenous Taromenane and 10 loggers in the Ñoneno sector, reported last Friday by different organizations.
Aldana indicated that in the visit by the Defense Minister Oswaldo Jarrín, the Environmental Minister Ana Albán, and the Government representative, Pedro Conejo, accompanied by delegates from the ethnic minorities of Ecuador, no trace was found of that which could have been a massacre between the Taromenane and the loggers.
“We don’t know where the story about the deaths and the confrontation came from, except the case of which the facts would be confidential,” he emphasized.
However, in Orellana the uncertainty increased where, despite the declarations of the Governor, Vicente Enomenga, President of the Organization of the Waorani Nationality of Ecuador (ONWAE), assured that the confrontation had occurred and that he knew from sources close to Ñoneno (a community near where the events occurred) that there are 30 Taromenane and 10 loggers dead.
“What happened is that no one dared to arrive at the place where the events occurred; from the air you can’t see what happened within the jungle,” explained Enomenga. He corroborated, however, that it will be very difficult for the authorities to arrive at the location of the alleged slaughter, “since at the moment the Taromenane are probably angrier because they are being harrassed and are afraid of the chainsaws and helicopters.” The leader commented that the anger of his fellow indigenous is so strong that “not even the Waorani dare to enter in their territory.”
Resolutions from the Meeting of the Ministers
In the emergency meeting called on Saturday in Coca, the Ministers of Defense and the Environment agreed to protect the indigenous as much as the conserved area of the immense Amazon.
The most important points were: monitoring the Intangible Zone; recruiting qualified park rangers; application of local development programs that avoid the entrance of foreigners in the exhaustive police and judicial investigation of the violent events; and the recognition and participation of the Citizen Commission in continuing of the plans that have been laid out.
They are also going to modify the law that allows for the sale of confiscated illegal wood. (VC)

Prefect: The District Attorney has to continue the investigations
The Prefect of Orellana, Guadalupe Llori, said that she will follow the investigations of the District Attorney’s Office, led by Joel Bustos, on the alleged slaughter of indigenous. She explained that she will watch the above mentioned investigations in order to find out the truth about what happened in the Amazon. “The authorities and the citizenry can’t live with doubt, and that is the job of the District Attorney’s Office,” she said. NGO follows the actions
The members of the Commission for the Protection of Isolated Communities asked the Government and Environmental Ministers to close all the roads into the Yasuní Intangible Zone, home of the isolated communities, in the hope of avoiding new hostilities and massacres. To do this, they also asked for the immediate expulsion of the loggers established in the region to the south of Yasuní, according to what was said. (VC)

Gobernador de Orellana dice que no hay muertos, pero el presidente de la Onahe sostiene que hubo la matanza
“No hay tal”, dijo ayer a este Diario el gobernador de Orellana, Ángel Aldana, al referirse a la presunta muerte de 30 indígenas taromenane y 10 madereros en el sector de Ñoneno, denunciada el viernes pasado por diferentes organismos.
Aldana indicó que en el recorrido realizado por los ministros: de Defensa, Oswaldo Jarrín; de Medio Ambiente, Ana Albán; y de Gobierno (e), Pedro Conejo; acompañados por delegados de las minorías étnicas del Ecuador, no encontraron rastros de lo que hubiera podido ser una masacre entre los taromenane y los madereros.
“No sabemos de dónde salió la versión de los muertos y del enfrentamiento; o salvo el caso de que el hecho sea realmente reservado”, subrayó.
Sin embargo, en Orellana la incertidumbre crece pues, a pesar de las declaraciones del gobernador, Vicente Enomenga, presidente de la Organización de Nacionalidades Huaoranis del Ecuador (Onahe), asegura que el enfrentamiento ocurrió y que según se conoce de fuentes cercanas a Ñoneno (comunidad donde posiblemente se dieron los hechos) sí existen 30 taromenane y 10 madereros muertos.
“Lo que pasa es que nadie se atreve a llegar al lugar propio de los hechos; desde el aire no se puede divisar nada de lo que ocurre selva adentro” , explicó Enomenga.
Corroboró, sin embargo, que será muy difícil que las autoridades lleguen al lugar en donde sucedió la presunta matanza, “pues al momento los taromenane deben estar más furiosos porque les molesta y les asusta el ruido de motosierras o helicópteros”.
El dirigente comentó que la furia de sus hermanos indígenas es tan grande que “ni siquiera los mismos huaorani nos atrevemos a entrar a territorio.
Resoluciones de la reunión de los ministros
En la reunión de emergencia llevada a cabo el sábado en el Coca, los ministros de Ambiente y Defensa se comprometieron a proteger tanto a los indígenas como al área reservada de la inmensa Amazonía.
Los puntos más importantes fueron: realización de monitoreos en la zona intangible; formación de conscriptos como guardabosques calificados; aplicación de programas de desarrollo local que eviten el ingreso de extraños a la investigación policial y judicial exhaustiva de los eventos violentos; y el reconocimiento y participación de la veeduría ciudadana en el seguimiento de los planes trazados.
También van a modificar el reglamento que posibilita el remate de maderas de procedencia ilegal decomisada en controles forestales (VC)

Prefecta: Fiscalía tiene que seguir con las indagaciones
La prefecta de Orellana, Guadalupe Llori, dijo que estará atenta a las investigaciones que realice la Fiscalía, a cargo de Joel Bustos, sobre una supuesta matanza de indígenas. Explicó que vigilará las indagaciones previas y a fin de dar con la verdad de lo ocurrido en la amazonía. “Las autoridades y la ciudadanía no pueden quedar con la duda y esa es la obligación de la Fiscalía”, dijo. Piden cierre de vías que van a zona intangible
Organismo no gubernamental vigilará acciones
Los miembros de la Veeduría por la protección de los pueblos en aislamiento, pidieron a los ministros de Gobierno y Ambiente el cierre de todas las vías de ingreso a la zona intangible de Yasuní, hogar de los pueblos aislados, a fin de evitar nuevas hostilidades y masacres. Para ello, solicitaron además la inmediata expulsión de los madereros asentados en la región sur de Yasuní, según se dijo. (VC)
