Quito, March 7, 2006. The territories of the indigenous villages and nationalities of Ecuador are threatened by the invasion of oil and mineral companies, and large environmental non-governmental organizations. In the case of the environmentalists—which are large corporations that operate in the interests of transnational companies and the United States—under the pretext of defending the environment, they are trying to get indigenous organizations to sign agreements for forest protection, the sale of environmental services or the creation of protected areas. These agreements would provide usufruct rights to our territories, their biodiversity, and their riches to these organizations and the groups that are behind them.

For this reason they are promoting the division of our organizations, corrupting some of our former leaders and deceiving our communities. In the case of the Waorani Nationality (Huaorani), they have tried to destroy the organization by signing illegal agreements with the Ecuadorian Development Fund, which is no more than a facade for the big environmental corporations. Former leaders bribed by these NGOs and acting with Cesar Fabian Moreno and Tatiana Salvador have tried to give away 612,000 hectares of the Nationality’s territory in Pastaza, Napo and Orellana. With the complicity of functionaries of MBS, they are trying to ignore the legitimate representatives of the Organization of the Huaorani Nationality of Ecuador—ONHAE, so that they can go ahead with their own crimes.

The Waorani communities, along with their leaders, met in the city of Tena on March 5, and have resolved to firmly endorse their government agreement presided over by Vicente Enomenga and Moi Enomenga, president and vice-president respectively. They affirmed that the documents signed by ex leaders of ONHAE that granted usufruct rights to American Daniel Roscom and any other agreement or contract in the name of the Nationality were not valid, and would be nullified. Additionally, any entrance of foreign persons on the Nationality’s territories will remain prohibited, and they will use their ancestral laws to defend themselves.

The same thing that is happening with our brothers the Waorani is happening in all the Amazon and the country. They are violating the constitution and International Agreement 169 through the actions of these pseudo-environmentalists, with the complicity and/or passivity of public officials, who are not defending the law. Because of this, CONAIE reaffirms that it will fight firmly against these companies, NGOs, and against the Indigenous Mafia that has created these groups.

Los territorios de las Nacionalidades y Pueblos Indígenas del Ecuador están amenazados por la invasión de las compañías petroleras, mineras y de las grandes ONGs ambientalistas. En el caso de los ambientalistas – que son grandes corporaciones, que tienen detrás los intereses de empresas transnacionales y de los Estados Unidos - con el pretexto de defender el medio ambientes, están buscando que las organizaciones indígenas, firmemos acuerdos para la ejecución de proyecto, venta de servicios ambientales, o la creación de Áreas Protegidas, que significan la entrega de nuestros territorios, de sus biodiversidad, de sus riquezas para usufructo de estas organizaciones y los grupos que están detrás de ellas.

Para eso están promoviendo la división de nuestras organizaciones, corrompiendo a algunos ex dirigentes, y engañando a las comunidades. En el caso de la Nacionalidad Waodani (Huaorani), se ha pretendió destruir la organización, para poder ejecutar ilegales convenios con un denominado Fondo Ecuatoriano de Desarrollo, que no es mas que una fachada de estas grandes corporaciones ambientalistas. Ex dirigentes sobornados por estas ONGs y actuando con Cesar Fabian Moreno y Tatiana Salvador, ha pretendido entregar las 612 000 hectáreas de territorio de la Nacionalidades en Pastaza, Napo y Orellana. Con la complicidad de funcionarios del MBS, han intentando desconocer a los legítimos representantes de la Organización de la Nacionalidad Huaorani del Ecuador – ONHAE, para poder llevar adelante sus delitos.

Las comunidades Waodani, junto con sus lideres y dirigentes se han reunido en la ciudad de Tena, el día 5 de marzo, y han resuelto respaldar firmemente a su Consejo de Gobierno presidido por los compañeros Vicente Enomenga y Moi Enomenga, Presidente y Vicepresidente respectivamente, ratifica que no tienen ninguna validez los documentos firmados por los ex dirigentes de ONHAE para el usufructo a favor del estadounidense Daniel Roscom, y cualquier otro acuerdo o contrato en nombre de la nacionalidad, queda anulado. Y queda prohibido cualquier ingreso de personas extrañas a los territorios de la nacionalidad, y utilizaran sus leyes ancestrales para defenderse.

Lo mismo que esta sucediendo con nuestros hermanos Waodanis, esta sucediendo en toda la Amazonía y el país. Se esta violando la constitución, el Convenio Internacional 169, por la acción de estos seudo ambientalistas, con la complicidad y/o la pasividad de los funcionarios públicos, que no cumplen con defender la ley. Por eso la CONAIE reafirma, que luchara firmemente contra estas compañías, ONGs y contra la mafia indígena que han creado estos grupos.
