Interview of the Minister de the Environment Anita Albán by the Commission of Indigenous Issues of the National Congress

Question: What measures have been adopted to protect Yasuní National Park?

Alban: We are waiting for the environmental study of the Central Processing Facility (CPF) to analyze if it should be inside or outside the Park, and have requested the documentation necessary to change the Environmental License.

Question: Taking into account the inconformity of the communities within Yasuní National Park, what activities have the Environmental Ministry carried out? Is this why you’ve been forced to suspend or revoke the company’s license?

Alban: The Huaorani have signed agreements with Petrobrás that the government has nothing to do with. The Environmental Ministry has neither suspended nor revoked the Environmental License, but has revoked the company’s permission to enter Yasuní National Park.

Since I have assumed this position I have not given in to pressures from any interest group, the decisions are made on the basis of technical criteria, but there are decisions that won’t placate everyone. Whether the CPF is constructed inside or outside the park, there are going to be groups supporting both sides. The indigenous communities, especially those from the Amazon, demand much since these are their territories, but then they make certain requests that don’t have anything to do with the integral development of their community.

Question: Currently the Huaorani are meeting in Puyo to execute a plan of action, how is the Ministry involved with this?

Alban: The Ministry can’t interfere in these processes since they are the organizations that should decide to where they eventually want to arrive. I know that the Huaorani are divided over whether or not Mr. Enomenga is the leader but certain groups don’t recognize him. Its important to know where the organizations want to head, without forgetting that petroleum activities are the most important economically for the country, and we have to find a compromise between the two sides.

Interpelación a la Ministra de Medio Ambiente “Anita Albán” por parte de la Comisión de asuntos Indígenas del Congreso Nacional

Pregunta: ¿Que medidas se han adoptado para proteger el Parque Nacional Yasuní?

Alban : Se esta esperando el estudio ambiental del CPF para analizar si este debe estar dentro o fuera del Parque, se ha pedido la documentación para reformar la Licencia Ambiental.

Pregunta: ¿Tomando en cuenta la inconformidad de las comunidades del Parque Nacional Yasuní que actividades ha realizado el Ministerio del Ambiente? ¿Es por esto que Ud. se ha visto obligada a suspender o revocar la Licencia?

Alban : Los Huaorani tienen convenios firmados con Petrobrás en los cuales el Ministerio nada tiene que ver. El Ministerio del Ambiente no ha suspendido ni revocado la Licencia Ambiental, sino que negó el permiso del ingreso al Parque Nacional Yasuní.

Desde que yo he asumido este cargo no he dado pie a presiones por ningún grupo de poder, las decisiones se toman en base a criterios técnicos, pero hay decisiones que no complacen a todos CPF se construya dentro o fuera del Parque van a haber grupos apoyando una u otra decisión. Los pueblos indígenas especialmente los de la Amazonía exigen mucho a partir de que estos son sus territorios pero luego ellos mismos hacen ciertas peticiones que no tienen nada que ver con el desarrollo integral de su pueblo.

Pregunta: ¿Actualmente los Huaoranis se reúnen en el Puyo para ejecutar un plan de acción, como está el Ministerio involucrado con esto?

Alban: El Ministerio no puede interferir en estos procesos ya que son las organizaciones mismas las que deben decidir hacia donde quieren llegar. Conozco que el pueblo Huaorani esta dividido que el Sr. Enomenga es el dirigente pero que ciertos grupos lo desconocen. Es importante conocer hacia donde quieren ir las organizaciones, sin olvidar que la actividad petrolera es la más importante económicamente para el país y hay que llegar a un consenso entre las dos.
